I recognise the rationale but the CC does not have the
power to investigate 'unless asked to do so' and so by
giving just the one reason the candidate is
recognising the lack of autonomy in this respect for
the CC....and presumably the answer should get the
highest mark. The candidate who writes about the
'consumer interest' or 'encouraging competition' is,
surely, incorrect. If the question had been :
'Explain why the CC was asked to investigate...' then,
fine...but that was not the question.
