Is this not a rather simplistic response? Good students would recognise that
a question such as this gives them an opportunity to provide an economic
rationale for such intervention.
Keep asking the questions.

One of the questions in this paper was:
'Explain why the Competition Commission might have
decided to investigate the activities of UK
supermarkets"
There is only one answer:
"On its reporting side, the Commission has taken on
the former MMC role of carrying out inquiries into
matters referred to it by the other UK competition
authorities concerning monopolies, mergers and the
economic regulation of utility companies. "
This means that the Commission investigated ONLY as
other UK competition authorities asked it to!
That should make for some interesting marking (6 marks
available).
