I think you're right, Avis. Only the last 45 working days' OJs are
available free of charge as full text PDF files. But if you're a Celex
subscriber you can freely access the PDF files back to 01.01.98. If you've
logged in with your Celex password already, you won't be asked to enter it
again each time you retrieve a file, so it may appear that you're getting
the files free.
A very useful feature of the new portal is that EUR-Lex is no longer
restricted to Legislation in force. Repealed legislation is now available
in EUR-Lex as well as in Celex. No doubt we'll find plenty more changes as
we explore the new portal. But it does look a very promising development.

Unless I am doing something wrong, which is entirely possible, there doesn't
seem to be free access to anything more than just the front pages of the
older OJs - when I click on a particular item it tells me that this is no
longer available free on Eur-lex.
Is it me?

Good news! The new portal officially went live yesterday at
http://europa.eu.int/eur-lex/en/index.html and amongst other things now
gives free access in pdf format to the OJ L & C series from 1998 to
date, not just the last 45 days.
