In his KIPLING THE POET (pp. 153-4)Peter Keating speaks, re The Palace, of
"the truth being revealed" to the second builder, but doesn't say by whom.
Earlier on p 153 he mentions the RK poem The Explorer, in which "a voice, as
bad as Conscience, rang interminable changes on one everlasting whisper
dayand night repeated--so: "Something hidden. Go and find it" ." At the end
of that poem the Whisper is identified as God's. I think "They" and indeed
"God" personify what Keating (p 153) calls "spiritual guidance towards some
some important, as yet unknown, purpose."
