I understand that "The Hour of Choice" is the provisional title of a 'White
Book' on transport policy that the Commission is due to publish this summer,
probably in June.
It appears that the Observer journalist has unofficially got sight of a
draft version of the study. As often happens in newspaper articles, the
writer fails to make it clear that she is quoting from a yet-to-be-published
report, though there is a tiny clue when she quotes an EU source as saying
that "....the report will say....".
If only journalistic codes insisted on greater clarity when quoting
documentary sources, our lives would be much easier (though perhaps less
interesting)!
