Are you sure he isn't talking about JavaScript and text in the 'body' part of
the document? I.e., JavaScript just after the <body> start tag will be indexed,
but JavaScript in the 'head' part will not (since search engines only need to
index 'title', keywords and description from 'head'). Or is the weight based on
the actual character position in HTML file?
Anyway, if you use an external script:
<script src="script.js" type="text/javascript"></script>
There's nothing to index, so it won't affect your search engine placement.
