I would say not. If you worked a shift then it wasn't
a day off, but I could be wrong. I know that if it was
a normal working day and you came back to do an on
call then you would still need study leave approval
for the day. Maybe a half day would be a fair
compromise.

Again I think not. The way we do it if you are off for
part or all of the course then you don't get the time
back, but it doesn't count against your study leave
limit. Funding for the course is a seperate issue and
if you haven't used all your allowance then I don't
see a problem. Sounds like the consultants have a
problem with funding cover though.
