Alexis,
In addition to the other sites mentioned, there is a good
section on the Inforegio website at
http://www.inforegio.org/wbdoc/docoffic/official/space_en.htm
DG Regional Policy has now published nearly all volumes of
The EU compendium of spatial planning systems and policies
in the series Regional development studies - all available
through EUR-OP or at you nearest EDC - which makes no
specific mention of the Observatory but may be related.
Best wishes
