Strictly speaking, it is only legal to show video in the way you
suggest if:
a) your University has an ERA license (most UK universities do)
b) the students are students of film or television studies -- but, probably
not, multimedia
Otherwise, as you say, the safest bet is to approach the rights
holder.

"I don't think that there is a licensing body for videos. The correct
procedure would be to contact the person who owns the copyright to get
permission. It's not always obvious who that is, but the best starting point
is to contact the video production or distribution company. It could be a
long process!

It is one of those grey areas though, it is legal for video to be shown to a
class without asking for permission or paying a licence or royalty, but does
this allowance extend to an on-line class? We don't think it has been tested
but the safest (and laborious) option is above.

One of our departments at UKC is keen to digitalise parts of some
video tapes used in one of their courses to add some video clips to
existing course-related web materials (access restricted to
registered students only).
We need to find out how to clear copyright for those videos, as well
as how to go about digitalising all or part of them. I've looked at
HERON but it doesn't look like they deal with video...
Any suggestion greatly appreciated!
