Impact on Implementations:
This breaks compability of RDF applications of Dublin Core such as
RSS 1.0, PRISM, others I'm sure and any tools that use them. It is
also counter to the answer in the DC FAQ which says as of now
What is a namespace and does Dublin Core have one?

For the Dublin Core Metadata Element Set (DCMES), the namespace is
identified as http://purl.org/dc/elements/1.1/
http://www.dublincore.org/resources/faq/
and the RDF/XML example in the FAQ shows the current usage.
If this is an important change to make, and I am not sure of that,
then it better be the last ever change to the DC 1.1 element
namespace and it will need a 'Flag Day' for tools to take this on
board.
Taking a strict Dublin Core Metadata Initiative side, since there are
no official DC publications (I think) using namespaces, and anyone
using such a namespace is thus on their own, I guess it is legitimate
to make this change. Unless the FAQ was taken as more than a hint.
