Aaron, the Namespace Proposal actually contains a persistence statement,
inasmuchas it states under what circumstances a DCMI name space URI should
be changed, An executive summary of that part is: Hardly ever. Or to put
it another way "Cool URIs don't change" [1]
Please note that the W3C persistence statement does not live on a
persistent URI, as defined in the statement.
