Oops that section is not quite right (this is a DRAFT for discussion).
We have the running assumption that the DCES namespace is fixed and not
changeing.
I motion we fix this section to reflect that assumption

Sorry about the confusion. This is intended to be policy for future schema
and the DCES namespace will remain as is.
The next sticky point is how many people will be broken if we use
dd/name instead of dd-name in the pattern (e.g.
http://dublincore.org/yyyy/mm/dd/name)?
This models the DCMI site structure a little better and we wanted feedback.
