Does any one know if there are any provisions already in place or policy
discussions in progress in government about the following issue which has
come up in my community work?
As the government is encouraging active citizenship, volunteering and
participation in regeneration bodies, community forums, school governing
bodies, tenant management boards etc it is clear that lots of people are
expected to give free labour for the public good. I keep coming across
people who complain that they want to be involved but the burdens and costs
are overwhelming... Not just boring meetings but the need to learn or train
for the role, and the time costs on family and other life.. Many people who
are in work just can't get time off, or if they can it's unpaid and they
can't afford to take it. And I guess if you are unemployed and take time on
such things there is hassle that you should be out finding a job.
My suggestion is this: As there is already statutory recognition for time
off for public duties such as jury service or serving on a Council, and
compensation for loss of earnings, that this right should be extended for a
further class of recognised public service duties.
These would include: serving on a regeneration partnership board, school
governing bodies, tenant management boards.
There would need to be provision for attending not only the meetings
themselves but associated activities such as training courses.
There would need to be financial provision for loss of earnings, and
legitimate expenses including child care.
If the cost is too great for blanket coverage at least a start could be made
by bringing it about in the designated regeneration areas, (SRB / NCD etc)
and in Health and Education Action Zones.
