Making sense of social policy in the Caribbean.
The state of welfare: past and present, research hypotheses.
A conference will be held on social policy in the Caribbean on November 23rd
24th 2001 at the Université des Antilles et de la Guyane, in Martinique.
The aim of the conference is to provide a comparative perspective on the
development of social policy and of the current situation, as well as to
launch a network of researchers in the field of social policy in the
Caribbean.
The areas under scrutiny during the conference include education, health and
poverty relief.
Papers should address issues such as:
1. The genesis and history of social policy
2. The current structure of the social protection systems
3. Who are the different providers of welfare ? The function of central
governments, local authorities, profit making institutions, charities,
NGO's.
The deadline for submitting papers is June 1st 2001.
During the conference, participants will be invited to discuss possibilities
for joint research in the field of social policy, and identify relevant
areas. Suggested topics for further research include at the moment :
What factors determine the shape of social policy ? What is the relative
weight of economic constraints, political cultures, popular pressure, the
influence of international agencies ?
How have social policy and welfare issues been construed politically in the
area ?
How is the pressure of economic liberalism translated, integrated or
resisted ?
How can social policy in the Caribbean be described, relatively to the
international models ? How culture-specific is it ?
This event is jointly organized by Thierry Michalon, associate professor
in public administration, and Jean-Paul Revauger, professor in social
sciences, under the joint sponsorship of two research centers of the
Université des Antilles et de la Guyane, CRPLC (chair Dr Justin Daniel) and
CELCAA (Chair Pr Lionel Davidas).
