After speaking to the Commission, we were able to put out the following
message to members of the EIC Network today:

There is currently a technical problem which is preventing access to the
Europa website. The problem is not with the Europa servers, but with the
network connection to the servers in Luxembourg.
As a temporary measure, the Commission has migrated Europa to servers in
Brussels, but updating the DNS address to enable access to these servers
from all connection nodes globally will take some time, so users are asked
to be patient a little longer.
Queries about problems in connecting to Europa can be made to the
Commission's central helpdesk: +32 2 295 8181
