Carolyn,
I recently asked the same question of Dr. Paul Miller, Interoperability
Focus for the UK at UKOLN. He has advised that the metadata paper
recommending DCMES as the basis for UK government interoperability presented
to the Cabinet Office Working Group was in fact adopted on 24 November 2000.
However, owing to problems with the UK GovTalk web site
(www.govtalk.gov.uk/), the formal announcement of this has not yet appeared.
Paul expects full details of the relevant guidelines to be posted to the UK
interoperability mailing list
(www.jiscmail.ac.uk/lists/interoperability.html) as soon as they are
released.
Hope this helps.
