To be honest, even though there are some places which
are associated with violence, some folk do
deliberately seek these places out. ( I know this - I
work with these guys).
Closing places down only moves the violence elsewhere.
Also A/E only see the tip of the iceberg when it comes
to violent crime. A lot of these guys are too busy
getting tooled up for reprisal attacks to bother
getting their wounds looked at and treated. Hence the
amount of pathology due to untreated injuries found in
prisons. ( a fair wee bit - anecdotally - in my jail).
The real problem as I see it is drug abuse: taking,
dealing, scoring, funding etc, These become the
overriding determinants of behaviour with a lot of my
violent offenders.
Besides the Police tend to have a lot more info on
trouble spots and rates of violence than A/E do. I'm
unsure where -or indeed if - A/E should be in the
licensing / censuring loop at all.
