because HTML is a language which describe presentation. at an abstract
level, agreed, but the fact remains that it is a vocabulary for
describing pages.

you don't think that the decision to present your information as a
table, with column 1 for a TOC, and column 2 for data, is about visual
presentation?
Hey, I am not attacking HTML/CSS. It/they do what they do. But that is
describing the structure of output, not input.
