I think one of my original issues was that staff are already publishing
material to external ISP's without the consent of the institution. One issue
is that this may breach contractual issues with academic contracts,
something I am not going to even consider getting involved with!

So if these websites were moved on to the college's web server, that would
be OK?
Breach of copyright, data protection, etc, etc, and these staff are
considered to be competent at publishing to the web because they have a web
site, so no need to tell them about the W3C then!

We have common sense guidelines,. vet pages before publication and
require a
disclaimer. I'm not saying the odd problem page hasn't snuck
through, but on
the whole allowing personnal pages has not caused any real problems
and we
have accrued a number of benefits over the years. These days there
is much
less demand for personal space as many people are using commercial
ISPs
which can be easier to publish on than our service.
