While I'm sure this would be valuable, the BBC is a corporate
environment, not one relying on a motley crew of webmasters looking
after a huge number of web servers. In any corporate environment you
can impose rules in a way that is impossible in Universities (and is
perhaps more difficult in some than in others, distributed
environments being what they are). Getting senior will behind you is
undoubtedly useful, but making life (and producing web pages) easy is
surely the best possible route to get templates used. I'm all for
carrots, tea, biscuits and sympathy, myself.
And no, we haven't managed it, yet...
