I have not tried to do it, but I would suggest that you need to have
fairly firm information, reins, carrots and sticks to hand:
Information: can you firmly identify all the affected web sites and
do you know how they are run? can you convene a meeting of affected
parties?
Reins: ensure you have a cheap and efficient method of checking
whether web sites conform to the standard
Carrots: provide them with tools to implement the branding
Sticks: ensure you have both a political and a technical mechanism
for cutting off errant websites
Sounds obvious, I know; but as a contrary example, Oxford University
recently issued a set of guidelines for web sites within its domain
(http://www.ox.ac.uk/webhelp/), which provides for none of the above.
I wonder if you should not talk to people like the BBC to see how they
do it?
