There was quite a discussion about this on this list from 26th March
onwards (I started it off!) You might want to review that on the
archives.
Two references sum it up:
Meta tags in the page headers (if using IIS (or other server
technology) to do a silent re-direct does not suit your
equipment/needs/access rights):
