STARTS
IMS is a specification not a standard and so interpretations will be
different. However as has already been pointed out the conformant systems AT
LEAST share that common record and data types, which they may not have done
before. Prior to the Interoperability Pilots there was not even agreement on
this between vendors.
This means therefore that at least one step (in an ever changing world) will
have been taken to get compliance to a standard but this will take time to
happen. The attached slide:

taken from a presentation by Kevin Riley explains
the point that we are at presently. I think it is important to note that the
whole process shown in the diagram may take 5 or so years - we are currently
in the (middle) box of implementations.
Don't underestimate what has been done in the pilots - we have massively
moved the agenda forward - we may not be at the holy grail yet but we at
least some way towards it.
One further point is that the JISC MLE Steering Group never had the remit to
provide the taxonomies during its lifetime (up to February 2002) but this
batten will have to be taken up by others. Many fora exist to take this
forward.
