Thanks for this comment, I quite appreciate your point about FERL's role.
The fact remains that without substantial and accredited staff training, the impact of the capital investment will be reduced.
In Schools, this issue is being addressed under the National CPD programme for staff with QTS in which ICT is one of the priorities. LMU is involved in this programme and will be offering an innovative ICT programme, including credit through APEL, early next year.
We, like a number of HEIs, are currently offering training in the pedagogic skills necessary for Teaching, Learning and Assessment in online learning which is part of the equation.
We would be interested to hear from colleagues on the list as to what they see as the priority needs that such a CPD programme should meet.

Couple of factual points, John. The Ferl team is not running the Computers
for FE teachers initiative. DfES is. We're simply linking to their
discussion on this topic.
Second, the Ferl team under NLN have tried to meet some staff training needs
under the Champion programme (it's a start) and we are continuing to lobby
government to provide further staff development investment.
OFSTED is right though. Capital programmes do appear to take priority where
funding is concerned.
