I do not know the answers of Mr Dean's questions, but I known whom to ask. In
Germany the BSH (Bundesamt für Seeschiffahrt und Hydrographie) is in charge of
the Boys wich mark the waterways. The British equivalent should have experiance
with boys, chain lenght, anchor weights, drift and ice drift of boys, materials
and so on.
To keep the chain of demaging the archaeological site, you should fix a float or
small boy (rubber fender) at half of the length of the chain to keep it upright.
