I would like to learn about about enforcement of mass limits outside
Australia. Thank you for your offer to explain the practices in the
Netherlands.
Let me give you an example. In Australian at the moment a dual tyred
single axle (that is 4 tyres on a single axle) can carry 9 tonnes.
However, there is a 0.5 tonne administrative tolerance which means that
if mass enforcement officers weigh an axle and find that that it is over
9 tonnes but not more than 9.5 tonnes then they will not proceed with
breach action. Anything over 9.5 tonnes is issued with a breach notice
and the driver and owner are fined.
It has been claimed that truck operators are loading up to the tolerance
limits (that is, 9.5 tonnes for a single axle) knowing that they will
not be prosecuted and this is leading to unnecessary road wear. I have
therefore been asked to review the current tolerances. Part of the
project is to determine the tolerances and allowances used outside
Australia.
