Alan A. Jackson (no relation to me) in his Railway Dictionary defines Ruling
Gradient as "The steepest gradient of signifcant length on a given stretch
of line, which determines the load a given loco can haul at a given speed
over the route."
Jackson's dictionary is an excellant quick reference with a good "source
book" list (not exactly a bibliography) up front. You can pick up this book
new for about £2-£3 as the Wordsworth edition (still includes signalling
diagrams and illustrations). There are more expensive editions. It's worth
the money for any member of this list.
