Rail freight grants are now structured into two parts - a capital grant
towards terminals and a Track Access Grant which goes to the train operator
of services between new freight terminals.
The basic criteria that applicants must show is that there is more than a
significant likelyhood of preventing an increase in road based traffic.
The system is now somewhat more relaxed than it once was when fairly strict
criteria meant that both terminal operators and train operators had to
guarantee the service.
DETR produce very helpful booklets and videos that explain what applicants
have to do to accomplish grants. The Trade Press and the various rail
magazines usually carry information when grants have been recorded.
Periodically, MP's and Peers asks PQ's of Ministers to keep track of
spending on the grants and Budgets.
