I think the US academy of science produced a report that sort of contradicts
this. And weren't 18,700 of those alleged "scientists" something-other-than
(if they existed at all)?

The problem isn't (if the anti-ballistic missile treaty and assorted nuclear
weapons reduction treaties get bined) Russia (which couldn't afford to build
any more) but China, India, Pakistan, Israel ...
And the whole idea (rogue states) is totally silly anyway, as if I were a
rogue state, I'd send someone across the Mexican border with a suitcase full
of anthrax. Cheaper, and less easy to trace-back.
Still, it's your taxes that will finally have to pay for the nonsense.
