I think this depends where you are. I phoned Southampton University Library
once, long before I was a research student there, to ask if I could do some
research there. They said if all I wanted was to come into the library and
look at books I didn't need to ask. Taking books out would have been harder,
though not out of the question, and Interlibrary Loans impossible - but I
could have done that through my local public library anyway. But these
things may be more difficult elsewhere.
