It is as easy, in a global context, to cite examples of the negative
separation of disaster and development, as it may be to do so of their
juxtaposition within multinational organisations where one would expect
some leadership ?
At national levels, whether aided by international sources or not, we have
only to look at how vulnerability for others is created in development
practice by (for example) commercial agriculture, coastal tourism and dam
construction. Development in this short-term sense clearly is separate from
the disposession it may cause, as is likewise the repeated requirement for
emergency assistance from separate departments of the same governments, and
perhaps internationally by organisations separate from those that fund
development aid !
What is required is appropriate forms of development that
would render emergency assistance less necessary but one which when it is,
works in conjunction with appropriate development programmes already in
place.
