Rich people and developed countries, too, I am afraid. That is human
nature. I am not necessarily criticising this approach--you articulate good
reasons for it existing--but I am curious if any other models of long-term
disaster management exist and have been implemented. If so, are they better
or worse than the more reactive approach?
