I believe there are a number of places where a project is taking place in an
"abandoned" mine such as backfilling or even research (Bats, Radon etc)
where to comply with Health and Safety the mine has been declared a "working
mine" with all the relevent legislation becoming applicable. I think this
also applies to some of the museum sites with underground trips.
I take it that you aren't intending to include such sites since they are not
being "worked" in terms of removal of the materials (although some minerals
might be removed in some cases).
"Free mines" in the Forest of Dean are working mines (all be it small
scale). The Deputy Gaveller has details of who holds what "gales" on Forest
Enterprise land.
