Two points -
Reprints of British Parlimentary Papers by IUP in Dublin is not universal.
Only selected series were republished, and I'm not sure if the copper
enquiry was one of them - check their occasional published index. There will
be a full set in any copyright library like the National Library of Wales
(NLW), Aberystwyth.
On university libraries - my experience on access has been wholly positive,
even in Nottingham, although establishing borrowing rights might be another
thing. Working from home, at some distance from Exeter, access to the
nearest quality library is essential. NLW is fine but, with limited open
shelves, browsing through publications is difficult.
