UKOLUG MEETING
Data Protection and other Current Legal Issues in Information Work
Thursday 8th February 2001, 10.00 - 16.30
The Novartis Foundation, 41 Portland Place, London W1N 4BN
Course Leader: Laurence W. Bebbington (University of Nottingham)
This one-day UKOLUG course will focus on the new framework for data
protection and privacy in the United Kingdom. Since March 2000 the
new Data Protection Act 1998 has begun to come into force. This
legislation extends and enhances the rights of individuals concerning
the collection and processing of data relating to them - either as
employees, customers of online commercial websites etc. New and more
rigorous obligations have been imposed on those who collect or
process data about individuals. Remedies for breach of basic rights
have been expanded. Extensive guidance has been issued by the Data
Protection Commissioner, the Home Office, and other government bodies
with an interest in this field. The field is extraordinarily
dynamic, and becoming increasingly complex with other legislation
(such as the Human Rights Act 1998, the Regulation of Investigatory
Powers Act 2000 etc.) having a significant impact on data protection
and privacy. In a global information world data protection and
privacy is of crucial concern to all.
Areas which will be covered in the course are:
· the data protection principles and the new data protection
framework
· relevant "compliance strategies" for those, particularly
employers, dealing with personal data
· common concerns of employers and employees
· issues relating to websites and data protection
· important developments at European Union and other international
levels
· the broader legislative and regulatory framework
Other major current issues in information work will also be covered
including:
· legal issues relating to setting up and maintaining
commercial websites
· recent issues in copyright law
· liability for information provision
· domain names disputes
· online defamation, etc.
The course will provide basic, but thorough, foundations in a number
of current legal issues in information work of concern to all
information professionals. Course documentation will be provided,
together with an essential bibliography and a range of quality legal
resources freely available on the Internet.
