Our Trust has been denied access to PubMed for the last few weeks and
when we investigated it transpires that someone accessing PubMed Central
via the NHSnet was doenloading too much material (see copy of e-mail
below)
A colleague said that this had been discussed previously - has anyone
else had this problem?
Dear Colleague:
The site (Out Trust IP address) has been blocked because of an
excessive rate
of access to the NCBI PubMed Central servers (www.pubmedcentral.gov).
The activity noted concerns using scripts for the bulk downloading of
large numbers of copyrighted full text articles. This is not the first
time the site xxxxxxxxxxxxxxxxxxxx has been blocked for this activity.
But
unfortunately, after previous events, the situation has not be
resolved.
Therefore, in order to protect the data in question we have been forced
to block the site xxxxxxxxxxxxxxxxxxxxxx again.
We apologize for any inconvenience this causes, but this type of bulk
downloading of copyrighted material puts us in danger of loosing the
entire PubMed Central service. It is obviously unfair for misuse by
one site to jeopardize access for all.
You can help us by contacting your network admins and reporting this.
We have log data which would be helpful for them to rack down the user
running the downloading scripts. Once we have verification form network
specialists at nhs.uk that the script has been located and terminated
we can restore access.
Once more we apologize that we have been compelled to block this site.
