The realm of the auditor was once a closed book to the library profession as
they plied their tedious trade checking the probity of the financial
management of the organisation. All that changed back in the 1980s when the
Audit Commission evolved as the guardian of efficiency and effectiveness and
a whole series of different ways of measuring value for money were evolved.
This process continued with the introduction of the Citizen's charter and
performance agreements. It is no longer possible to pick up an annual
report without being deluged with benchmarks, agreed service levels and
performance targets. But what are these measures of, and how can we use
them to demonstrate our quality rather than hide our confusion?

formulation and calculation of indicators as well as case studies based on
the comparative assessment of figures.
