It's a really interesting article, but written for the California Taxpayers
Association (who's mission seems to be - on a brief inspection - driving
down the "tax burden" on California's citizens... is it any wonder the
article is positive?)...
I'm just wondering whether their collection development policies had to
change as a result of a private enterprise being in charge...
