With regard to your second question, i.e. does it work? Over the years
there has been much discussion of this in the LIS community -
particularly in the USA and particularly with regard to public
libraries.
Probably the most extensive, going back to1995, are the archives of the
mailing list: Web4Lib, at <http://sunsite.berkeley.edu/Web4Lib/>. Try a
search on 'filtering software' to start with. Many of the arguments are
still relevant and, unless I'm mistaken, the software has still not much
improved.
