Dear Madam,
Many thanks for your recent e-mail concerning the Boselli Report on the proposed Copyright Directive. As you will know the report received its second reading in the European Parliament this afternoon.
The Conservative Group in the European Parliament has played a leading role in this debate, working with allies from other centre-right parties to achieve a report that is fair to intellectual property right holders, broadcasters and the public.
I believe that it was particularly important that none of the amendments undermining libraries were passed, nor was amendment 11 (concerning the use of archives by broadcasters) which in my view would have caused serious hardship to many authors, composers and performers.
Whilst I remain concerned that some parts of the report are too vague, meaning that national implementing measures may tilt the balance too far against rights holders, I believe that the compromise position presents a much needed framework for European copyright within the digital age. The adoption of this directive will allow the European Union to ratify the World Intellectual Property Organisation Treaty. Further amendments would have delayed this long overdue ratification, to the detriment of right holders and users alike.
As you may be aware, this report has been the subject of more lobbying and representations than any other report to have gone through the European Parliament. I would like to take this opportunity to thank you for the interest that you have shown and hope that you will agree that, whilst it was never going to be possible for interested parties to get everything that they wanted, the final report represents a fair balance between the interests of rights holders and users.
