This is the first issue of DNER Collections Update, a
regular e-mail newsletter designed to inform those
responsible for managing local and institutional collections
about DNER Collections activities and developments.

1. Three important documents from the JISC
The JISC has recently published three new documents. These
are the Collections Development Policy, the draft 3-year
Collection Strategy and the Final Report from the JCEI
(JISC Committee for Electronic Information) Charging
Working Group
Collections Development Policy
This document is the Collections Development Policy for the
DNER (Distributed National Electronic Resource) and
covers four key stages in the lifecycle of DNER
collections: identification of potential resources, their
selection as collections, evaluation of the impact of
collections, and resource de-selection or renewal. This
policy is a working document that will change over the next
three years as collecting practices for the DNER develop
and as more volatile selection criteria (e.g. agreed
standards) change. The full document is available at:

Collection Strategy
The JISC will continue to procure and make available on a
subscription basis a collection of high quality electronic
resources of relevance to learning, teaching, and research
in higher and further education. In addition the JISC will
expand its activities to create high quality electronic
resources through digitisation and development of discovery
tools for important collections residing in institutions.

Charging Policy
This is the final report from the Charging Working Group
established by JISC's Committee for Electronic
Information (JCEI), to review the current arrangements for
dataset charging and to make recommendations on a revised
charging model, to better suit the needs of small
institutions and FE Colleges. The full document is

New charging bands
Information about the new Charging Policy and a list of
institutional banding is now available online at:

These documents were sent to all FE and HE
institutions and consultation has taken place. Feedback
will be given to the JISC Committee for Electronic
Information (JCEI) and the Content Working Group (CWG), and
the results of this process will be distributed to the
community in due course.

2. Collections Update
- EMBASE
EMBASE Renewal Pricing has been Finalised. Pricing for the
EMBASE dataset has now been finalised by Elsevier, JISC and
Ovid. We have endeavoured to keep pricing as close as
possible to the existing subscription fees. The key changes
are:
- The availability of an additional seven years of EMBASE
data on some services.
- No concurrent user limits - all prices are based on a
statewide licence.
We are also pleased to announce that Silverplatter has been
added to the list of authorised service providers for this
agreement.

- JSTOR Ecology & Botany Collection
We are very pleased to announce the release of the upcoming
Ecology & Botany Collection, JSTOR's third archival
collection of scholarly journals, to UK institutions.
The collection contains some of the most essential journals
published in the environmental sciences. Ecologists,
conservationists and scholars in related fields will now be
able to research journal literature in the environmental
sciences going back more than 130 years.
We are pleased to have had the support of the Ecological
Society of America in the creation and production of this
collection. JSTOR has been able to significantly reduce the
fees for this collection thanks to funds that have been made
available to the ESA from the Andrew W. Mellon Foundation
that helped cover production costs.

Institutions already participating in Arts & Sciences I will
receive a 20% reduction on the Ecology & Botany fees.

complete the JSTOR Sub-Licence Agreement available on the
JISC web site at:

and return three copies (two originals and one photocopy) of
the licence to the JISC DNER Office.

The following items of news have been reported by MIMAS.
Enhancement to Service
======================
MIMAS are pleased to announce that following the successful
completion of testing of a new site-recognition mechanism
(TGP) the ISI Web of Science Service for UK Education will
be enhanced on 17th September as follows:
Users with personal Athens usernames will have access *off
campus* to the institution-specific facilities:
- Links to full text (n.b. though some publishers may still
implement an IP check)
- Local Holdings search
The mechanism will support improved communication between
ISI products, enabling direct linking between WoS and
Current Contents Connect, BIOSIS etc.

New Training Service
====================
In addition further to our recent announcement regarding
the Training Service, testing has now been completed and the
service will be available from the 17th September. Links to

3. e-books Update
An e-books strategy document has just been published by
the JISC/DNER e-Books Working Group. It is designed to set
out some of the issues for the E-Books Working Group to
consider when setting a strategy for the development of
e-books within UK higher and further education. The

In addition, a printed leaflet has been produced describing
the activities of e-Books Working Group, including details
of how institutional contacts can join the mailing list, is

4. EEBO seminars
The JISC, ProQuest Information and Learning, and the EEBO
Text Creation Partnership are exploring a potential
agreement for access to Early English Books Online. 27.
Three regional presentations have been arranged in London,
Birmingham and Edinburgh. Austin McLean from ProQuest
Information and Learning will present EEBO, Mark Sandler
from the University of Michigan will present the EEBO-TCP
and either Alicia Wise (Assistant DNER Director for the
JISC) or Hazel Woodward (Librarian at Cranfield University
and Chair of the JISC's E-Book Working Group) will outline
the pricing principles. There will be an opportunity to ask
questions and try the product. These events will give you a
chance to assess the full value of this proposal and raise
any questions you have. The dates and venues are as
follows:
