Further to Stuart Brewer’s references, regarding ebooks and their use in public libraries, there has been some pertinent discussion on the Dig_Ref list (including references to interesting articles on NetLibrary and its future):

Although mainly from an academic perspective, some of the conclusions drawn can be useful for public libraries considering the use of ebooks:
“students who make the most use of it are those looking for technical material, who have no
intention of reading linearly, and who are adept at hyperlinking through
the text to locate just what they need;”in other words “eBooks are great for ready reference and technical materials (I often "check out" a programming book in the middle of
the night for quick reference or a refresher on a particular aspect of the
computer program). But I don't see many students expressing interest in
reading a novel or complicated text online.”
Putting aside the checking out of programming books in the middle of the night, I wonder if the experience of HE libraries here has been similar to those in the US?
Public libraries are already using ebooks in just such a manner in the form of PC-based encyclopedias, dictionaries etc. The risky aspect, of course, is making an investment in the readers and software. Will the e-book reader technology replace the p-book? It’s hard to believe it will when palm-type PC suppliers/manufacturer don’t even focus on that capability in their advertisements (not the ones I’ve seen anyway).
One application of the e-reader technology which is exciting for public libraries is as a resource for those with sight problems. James Dearnley from Loughborough (a plug here for James’ project on public libraries and ebook readers) and I were treated to a demonstration by a supplier after my talk on ebooks and UK publibs (er, shameless self-promotion here? Ed.) at LIS in June. This type of application would definitely add value to library collections.
