I would like to say a big thank you for the speedy response I received in answer to my question about the use of laptops. I will reply to all of you individually.
There were 12 responses.
Three came from different locations at Oxford University. The Bodleian Library has a policy on this which is available at http://www.bodley.ox.ac.uk/mobile.htm
The University of Oxford IT rules are available at http://www.ox.ac.uk/it/rules.
Seven other responses allow the use of laptops.
Three sites have areas for the use of laptops but not necessarily specially designated ones. Only one carries out a PAT but 2 other do have computers checked by library / University staff. Oxford University have the students sign a disclaimer. Use of the network is varied but access is controlled and students do have to be responsible for setting their laptops up to use the network. Access to the local power supply does not appear to be an issue for any of the respondents.
I have tabulated the responses. If you would like a copy please e-mail directly so I can send it to you as an attachment.
Once again a big thank you
