Up to a point? Students progress at different rates from
dependent on reading lists, to guidance by tutor/moderator,
to independent learners, over a space of 3 years.
If you have devolved budgets, I suggest the tutor has a
conflict of interest - his/her research budget may be poached
by undergraduates unless there's ear-marked funding for
undergraduate use of ILL/Document Supply?
