Just a brief comment on your measure 1.

Happy99, like a series of other viruses, when active in the affected
computer, creates an independent text-free mail with attached virus code
every time the sender sends an ordinary text e-mail. The virus copies the
From: and Subject: fields of the innocent mail, so that the malicious mail
looks like intentionally sent by the author. The real problem is, that the
virus sender does not even suspect the existence of the virus, because he
has no indication of the virus activity at all.
That is why, it is a good habit to delete (without opening) any attachment
that is not explicitly mentioned in the supporting mail text.
