Just found the following in the May 2001 Student Support Update - make of
it what you will !

Oh please blame any lousy spelling/formatting on my OCR software and NOT
DfES :)

St.John Skeates
Awarda Section
Bedfordshire County CouncilStudents attending a full-time course on a
part-time basis

THERE IS A DIFFERENCE between students attending a part-time course and
students attending a full-time course on a part-time basis.

A student attending a full-time course designated under regulation 5 is
not eligible for the part-time loan (regulation 28(1)(d).

The Department's view has been that only students repeating part of a
full-time course on a part-time basis were eligible for full-time
support. Students who were attending part of their full-time course on a
part-time basis but were not repeating any part of the course were not
eligible. This is why chapter 3 of the consolidated guidance only refers
to students repeating study on a part-time basis.

The Department has further developed its view on this policy. Students
are eligible for full-time support if they are attending a full-time
designated course. It is the course which is designated as full-time not
students' attendance on it. However, when applying for support for a
period of part-time attendance on a designated full-time course, students
will need to be aware that their eligibility for support will terminate
upon the expiry of the period ordinarily required for completion of the
course (regulation 8(1)). LEAs have a discretion to extend a student's
eligibility under regulation 8(2) but the Department would expect LEAs to
exercise that discretion only in exceptional circumstances for example,
ill health. So, where a student attends part-time for one year of a three
year degree course and as a result increases the length of the course by
one year, they may not be eligible for support for the final (four) year.
It may be in a student's best interests to formally transfer to a
part-time equivalent course for the period of part-time attendance,
claiming the part-time loan, and transfer to the full-time course upon
resumption of full-time attendance.

Subject: Full time - part time

Hi

A student with CP has been awarded DSA for a full time course.
However, he wishes to begin his studies gradually, and has opted
to do just two modules (50% of full time) during his first semester.

He has been told by the LEA that, as he is doing a full-time course
on a part time basis, he is not entitled to DSA.

Has anyone else had experience of this?

Solutions, suggestions very much appreciated.

Regards
