Volume 1 - Winter 2001
From Global Systems to the Local Loop
Introduction
Welcome to the first issue of the Harvard Journal of Convergence. At a
time of unprecedented economic and social change brought about by
the information and communications technology revolution, relatively
little is known about the impact on public policy. Will it enhance or
destabilize the role of governments? Will people gain more or less
political freedom? How crucial a role can it play in the developing
economies? The only certainty is that the networking revolution is
here to stay and that no one can afford to ignore the implications, least
of all governments.
These following articles, selected by graduate student editors at
Harvard and MIT, are intended to be an introduction to the policy
challenges that the ICT (information and communications technology)
revolution has laid at the doorstep of government. Our first article, by
P.H. Longstaff, dissects the phenomenon of "convergence" through the
development of a conceptual framework that better characterizes "the
forces that lead to both concentration and diversity". In the second
article, Peter Daly, discusses the re-shaping of national security
concerns amidst the new political and economic landscapes of the
information era. Then, John LeGates examines the issue of access in
the local telephone loop in light of the U.S. regulatory experience. And
finally, Herbert Ungerer addresses the legal and institutional concerns
of open access within the European Union.
