Kavaljit Singh, Director of Public Interest Research Centre in New
Delhi, looks at pharmaceutical manufacturer Bayer's fight to protect its
patent on anthrax drugs even in the face of a possible health emergency.
And he examines the Bush administration's decision to back the interests
of a corporate giant over the health of its own citizens - all in the
context of the debate around Trade-Related Intellectual Property rights
in the WTO. This is not an arcane discussion of bureaucratic rules. It
could mean the difference of whether or not you have access to cancer,
AIDS or even anthrax medications, whether you live in New York or New
Delhi.
The article was written shortly before developing countries and drug
manufacturers struck a deal on the import and export of generic drugs at
this weeks' WTO meeting in Qatar. However, it remains timely because it
gives context to the fierce fight over drug patenting in the WTO and
the implications for both developed and developing countries. It will
continue to be relevant in the face of the anthrax scare and public
debate about the dangers of biological warfare.

This weekend the World Bank and IMF hold their annual meeting in Ottawa,
Canada. The World Bank Bonds Boycott is calling for institutional
investors -- including pension funds, city councils, churches, unions,
and universities -- to refuse to invest in the bonds, which provide 80%
of the Bank's funds. TIAA-CREF, the largest pension fund in the U.S.,
holds approximately $5 million in World Bank bonds. Write or fax their
CEO today and tell him to divest from World Bank bonds!
