Information warfare takes many different forms. It encompasses
everything from bored teenagers (or script kiddies) downloading
scripts from the Internet that enable them to deface websites or
send viruses to full scale cyberwar, in which entire national
communications systems are collapsed by malicious attacks from
enemy forces. The latter hasn't happened yet but it's not entirely
unfeasible.
