COMMENT
I am sure that readers of this Newsletter join with me in praying for
all those who had friends and relatives involved in the terrible events
of 11th September.

The tragedy and responses to the events have featured in many thousands
of Web pages. I have not included any in this month's issue, but instead
would point you to a tribute site which has been produced by Electric
Scotland at: http://www.electricscotland.com/usa/terror_america.htm, and
also mention the World Trade Center Disaster Fund site at
http://www.wtcfund.org.uk/ which has has been created in Britain to
provide relief of hardship or distress for the families and dependents
of victims in need.

New to the Internet Resources Newsletter?

October sees the start of the academic year for most universities in the
UK, and there are many new students and staff starting out on their
academic careers.

If you are new to the Internet Resources Newsletter, let me explain that
it is a free current awareness service which is designed to inform about
new and notable Web resources. It also contains news about existing
networked services of interest to academics, and in addition it carries
press releases and book reviews, mostly, though not exclusively, on
books about the Internet. Occasionally, it contains other features. All
subjects are covered, with an emphasis on engineering, science and the
social sciences, plus resources of interest to information
professionals.

The Newsletter is published by Heriot Watt University Library, but is
available to anyone with an interest in the Internet. As well as being
available on the Web at http://www.hw.ac.uk/libwww/irn/irn.html it is
available by email (see below). It is not supported by advertising.

Visit to China: ICeCE 2001

I recently visited Xi'an in China, where I attended the International
Conference on eCommerce Engineering 2001 (ICeCE 2001). The aim of the
conference was to provide an international forum for researchers
interested in ecommerce, digital enterprises and digital economies.

The purpose of mytrip was to accompy Dr Heather Rea, Dept Mech & Chem
Eng, Heriot Watt University, who presented a paper entitled "Part-
sourcing in a global market" about ShapeSearch.net, an exciting EPSRC
funded project aiming to develop a on-line resource for design and
manufacturing to allow engineers to search the Web for similar 3D
models.

Over 100 delegates attended ICeCE 2001, which was organised by the
School of Mechanical Engineering, Xi'an Jiaotong University with input
from the Department of Industrial and Manufacturing Engineering, The
University of Hong Kong, and the School of Engineering, Leeds
Metropolitan University. A wide range of papers was presented at the
Conference - too many to describe in detail here. It is especially
significant that China was the base for this conference as that country
has a massive potential for development in this area. The economy is
expanding very rapidly, and manufacturing and engineering are particular
growth areas. Next year the conference will be held in Beijing.

Being a librarian, one thing which impressed me was the Library at Xi'an
Jiaotong University. It was an enormous, attractive modern building,
which I was told was open 24 hours a day and housed many hundreds of
thousands of volumes. In a future issue of this newsletter I will try to
include some photos of the building. In China, information is obviously
regarded as important.

Many thanks go to Professor Pingyu Jiang and Professor Kai Cheng, who
worked hard to make the conference a success.

In the course of finding sites of interest for this Newsletter, we
sometimes come across Web sites which we feel deserve slightly more than
a passing mention. Each month we will pick out one or more such sites,

technologist with easy, one-stop access to key U.S. Government
resources. The sorts of things you can find here are: Computer software,
Expertise, Federal laboratories, Information centers, Inventions for
licensing, Online databases, Sources of images and photographs, Sources
of publications, reports, and data, and Technology transfer
opportunities. You can search for resources, or browse by topic.

There's a wealth of information available from this site, even though it
is not yet fully developed.

**** Enhancement to ISI Web of Science ****

MIMAS are pleased to announce that following the successful completion
of testing of a new site-recognition mechanism (TGP) the ISI Web of
Science Service for UK Education will be enhanced on 17th September as
follows:

Users with personal Athens usernames will have access *off campus* to
the institution-specific facilities: - Links to full text (n.b. though
some publishers may still implement an IP check) - Local Holdings search


The mechanism will support improved communication between ISI products,
enabling direct linking between WoS and Current Contents Connect, BIOSIS
etc.

In addition TGP adds the potential to offer optional extensions, should
they be offered in the future, e.g. Back years.

Please note - on completion of the change-over users 'Saved Searches'
will need to be opened with the File-Open browser functions and
re-saved. Full instructions - linked from a prominent message on the
Service Home page will be available. MIMAS apologises for this
inconvenience.

New Training Service
In addition further to our recent announcement regarding the Training
Service, testing has now been completed and the service will be
available from the 17th September. Links to this service and
instructions for tutors will be available from the training page at:

Bibliographic Software
The ability to link to ISI WoS from Reference Manager 9.5 and EndNote 5
bibliographic software has been tested and will be available to users

New logos
ISI have recently issued revised logos for their products with a
consistent 'look & feel'. These will be introduced to on the 1st

**** Enhanced service for Ei Compendex ****

The following is an extract from CHEST Data Messenger 07Sep2001

CHEST is pleased to announce that resulting from regular discussion
between CHEST and EEII (the licensors for Ei Compendex) and with the
full involvement of EDINA a much enhanced service will become available
from 1st October 2001.

Using the same usernames and passwords, users at subscribing
institutions will be able to go through the EDINA service to
"Engineering Village 2".

The new service is complimentary to the existing service and
cross-searchable access to EEVL will continue to be available.

The Bowker bibliographic databases, LISA: Library and Information
Science Abstracts, ANTE: Abstracts in New Technologies and Engineering,
BHI: British Humanities Index, and ASSIA: Applied Social Sciences Index
and Abstracts, will now be published and distributed by CSA (Cambridge
Scientific Abstracts), which will make electronic versions of the
databases available through its Internet Database Service.

CSA will also publish the following primary journals from Bowker:

About Netskills:

1. Netskills is part funded by the JISC committee of the UK HE & FE

2. Netskills Internet Training Materials

Netskills materials provide for a very cost-effective way of delivering
Internet training to staff and students. It avoids the need for staff
across campus to develop and maintain their own materials, as Internet
training is undertaken by a wider and wider range of departments such as

Format:
Each module consists of a Powerpoint presentation (with speaker's notes)
and MS Word documents containing hands-on exercises. Supplementary
materials include fact sheets, set-up instructions (if needed), details
about the module, and hardware and software requirements. Modules
typically contain material for 2-2.5 hours of training, although many
modules naturally complement each other and can easily be combined to
form longer courses. All our materials can be edited by the trainer if
required.

Topics:
Netskills Training materials cover 6 main areas:

* Introducing the Internet: Modules in this area are designed to help
the beginner get to grips with using the internet, covering the basics
of surfing, (in particular using Internet Explorer) online etiquette,
explaining the jargon and demonstrating some practical uses.

* Searching and Information Skills: With the vast array of information
available on the web it is often difficult to find the information that
you want. Netskills has a range of modules that will help users
understand, plan, implement and evaluate information searches on the web
using appropriate tools and resources.

* Communication and Collaboration: The extensive communications
facilities available on the web provide an excellent medium for
collaborative work. A range of modules has been developed that provides
an overview of the tools available and the practicalities of their use.

*Learning and Teaching These modules cover the tools available for
delivery of teaching materials and assessment online, including the use
of Managed Learning Environments (MLEs). Several modules deal
specifically with the practical use of the WebCT MLE, and still others
deal with the use of the BlackBoard MLE.

* Developing a Web Site Netskills has developed a wide range of modules
that investigate and explain the creation of web pages and sites.
Modules cover HTML, converting MS office documents, use of images and
multimedia, creating forms and some of the tools that can be used to
assist web page development including FrontPage.

* Web Technologies Although considered to be among the more advanced web
technologies ASP, CGI, Server-Side Includes, Cascading Style Sheets,
JavaScript, Java Applets and databases are increasingly used in the
development of web sites. Several modules have been developed to
describe these technologies and investigate the uses for which they are
appropriate.

Licence fees:
Netskills Training Modules are available individually or as a set under
an educational entire-site licence (covering staff and students). The
following discounted prices apply to UK HE and FE institutions.

* The licence fee for an individual Training Module is only 50 pounds
per year (plus VAT).

* The Gold Scheme licence covers use of the full and expanding set of
Netskills standard material, with new material available for use by
institutions immediately it is released. The Gold Scheme Educational
Licence is currently just 1400 pounds + VAT and there are at present 44
training modules.

The licence allows twelve months unlimited not-for-profit internal use

Mr White and the Ravens

Professor Geoff Palmer is a very well-known and liked figure around
Heriot Watt University. When he walks into a room or office the
atmosphere immediately lightens as he describes his latest escapade or
experience.

So easy is he to get along with that sometimes its hard to realise that
he is one of the most respected academics in his area of expertise
(grain science and technology). Now he's turned his hand to something
quite different - a short book entitled "Mr White and The Ravens", which
has been delightfully illustrated by Jeremy Neville, and is published by
Gopher Publishers in Elgin.

The book tells the story of Mr White. Mr White is a racist and a
thoroughly unpleasant character. He has no comprehension of a single
human race that includes women and foreigners, and believes that having
fought for his country, he is entitled to believe whatever he wants and
act accordingly. Although he feeds the starlings and sparrows that come
into his garden, he hates the ravens and thinks they should migrate and
not return.

Eventually, something happens to cause his awakening.

This fable about prejudice is especially relevant in the light of recent
events. Read it yourself, or read it to someone young. As Geoff Palmer
writes "...true redemption from prejudice does not come from rules, it
comes from education or a sudden moral shock that changes human beings
for the better".
